I must employ a clerk for the purpose of keeping a Record Register as directed in articles 154, 27, and elsewhere, and making copies of these Abstracts, Authorities, and Certificates, and generally for the purpose of examining accounts and attending to the price of articles purchased or hired, or contracted for.
I have thus endeavoured to show that certain clerks are necessary if the duties of Auditor in this Colony are to be carried out according to my Instructions, and considering how important an office it must eventually become, and how much towards collecting a revenue in the Island may even now be done by making the Auditor's establishment effective.
I leave to submit it to His Excellency that 3 Clerks should be allowed me. One to keep the record office and assist in examining Collectors' accounts, one to inspect the Collectors' accounts, raising the correspondence, and copying warrants, and one for drawing and copying.
The latter can, for the present, be best dispensed with until final orders from Home, either modifying or confirming the voluminous details called for by my present Instructions, are received.
Until the reply is received, I would suggest a modification of my Instructions in the copying Department, and the formal registering of Vouchers, Contracts, and Agreements, which it would be the duty of this 3rd Clerk to prepare, and further propose that in lieu of examination of the Despatches...
